Personally I think that is a good idea. After all, I didn't pay for half a game and would like to explore both factions. If it's fixing the alliance population imbalance then why not?
Maybe more horde players should follow our example, because I think that the Spinebreaker population are the only ones that can actually fix the problem.
We are beyond being "just aware" of faction imbalances on some realms; we set up FCMs and we do actively think about other ways to help resolve this. This isn't something that has fallen off our radar. We have considered and still do consider various ideas, including many often suggested ones.
But I feel your point is a fair one: greater balance would be easier to attain if more people were prepared to actively try out the other faction on realms where that faction is lower in population. Maybe the lure of Cataclysm's Goblins and Worgen will help people consider a faction holiday, or a full out defection to the opposing faction! ;-)

So to reiterate: we commend player driven efforts to help achieve greater balance, but it is also something that we are not just aware of but actively thinking about with, of course, the aim of improving the balance.
Then the good news is that, if you're able to patiently wait for patch 3.3 you will probably be rewarded with the very thing you're requesting. That's right, we aim to implement the ability to exchange bind-on-account items between your Horde and Alliance characters in patch 3.3. Of course, as with anything not yet live (and even things that are) this is subject to change, but it currently remains our intention. Hope that helps somewhat, or rather, hope that will help somewhat. ;-)
