I've definitely had to spend time waiting for players to find their way back into the instance, especially when ICC first launched, along with the Dungeon Finder. However, I've rarely encountered this in the couple months.
Experiences will vary of course.

Edit : To refer to the blues post, i would like to say that i have never done that instance before - Very right about experience will vary xD
I've really enjoyed the 5-person Icecrown dungeons, and hope you do as well when you eventually go. :)
